Notary Commission Registration

To become a Notary Public in Minnesota you must apply to the Minnesota Secretary of State,  Call 651-296-2803 or toll free 877-551-6767.  Press option 3 for notary assistance. 

The Minnesota Secretary of State will issue a Notary Commission certificate.  This certificate must be registered with your resident Minnesota county, in person.   The commission of a non-resident notary must be recorded in the Minnesota county that borders the county in which the non-resident notary resides.

When you register with the county, please bring:

  1. Notary Commission certificate from The Minnesota Secretary of State.

  2. Government issued picture ID with current address.

  3. $100 fee in cash or check made payable to the Clay County Recorder.

The same application can be used to change your name on your Notary Commission certificate.  The new certificate would need to be registered with the resident county in Minnesota.  The $100 fee is required each time you file with the county.
